Settlements Establishing jurisdiction is a voluntary matter between building trades unions and one of the reasons for the existence of local building trades councils. Maintaining legitimate claims over work requires cooperation between crafts, especially in light of market competition from open shop contractors. Various voluntary procedures exist to resolve disputes. Article XX of AFL-CIO
