Unfortunately, the current labor climate in this country cannot be termed enlightened. It’s true that most employers are law-abiding and that in many mature labor-management relationships there is a mutual accommodation of interests However, the weaknesses (small budgets, lengthy appeals, weak remedies) in enforcement for labor laws (health and safety, child labor, union discrimination, civil rights) guarantees that the advantages for violators often outweigh penalties for being caught.
